Maquila mexicana

Está en juego una estipulación del Tratado de Libre Comercio de América del Norte(TLC) que obliga a México a imponer gravámenes a partir del 1º de enero sobre partes importadas fuera de Estados Unidos o Canadá, si los productos terminados se venden en el territorio que abarca el Tratado.

Las maquiladoras mexicanas, que ensamblan productos importados para su exportación, no han pagado aranceles desde que fueron creadas en 1965 y a sólo dos meses de que el TLC elimine su estatus especial , las 3,600 plantas se quejan de no tener tiempo suficiente para analizar las nuevas normas y sugerir cambios.

La Secretaría de Comercio publicó nuevos programas de aranceles para autopartes, ropa y otras ocho industrias que cubren más de 5,000 productos después de un decreto de noviembre de 1998 para la eliminación de aranceles sobre partes eléctricas y otro de mayo que redujo los aranceles sobre materias primas para calzado, juguetes, muebles y otras industrias.

La estipulación del TLC, que busca aumentar las compras mexicanas de partes en el territorio del Tratado, ha preocupado en especial a las compañías que importan partes asiáticas para exportar hacia Estados Unidos. Las que importan partes de Europa no se ven afectadas, ya que el acuerdo mexicano con la Unión Europea eliminará gradualmente los aranceles sobre productos industriales para el 2007.

THE BRAZILIAN FISCAL STABILIZATION PROGRAM
